Tent City, a self-described “concentration camp” was built in 1994. The 70 military surplus tents used in the Korean War were purchased by Sheriff Joe Arpaio shortly after his election. Along the perimeter walls and barbed-wired is a guard tower with a neon sign which reads “vacancy.”

Inmates are permitted to watch TV while in the cafeteria, but are limited to ESPN2, the Food Channel and of course the Weather Channel “so they can see how hot it’s going to be.” Outside temperatures can reach as high as 117 degrees in the summer.

First voted into office in 1992, six-time elected Sheriff Joe Arpaio is responsible for law enforcement in Maricopa County, Arizona. The 83-year old Sheriff is an advocate for strong policies in enforcement and has been condemned by Amnesty International and the ACLU for his poor treatment of inmates.

Segregated from the men, approximately 100 female prisoners are held in their own block adjacent to the Estrella Women’s Jail.
